HRAN (Human Rights Agenda Network, Nigeria) is a network of civil society organizations and activists working on human rights issues in Nigeria. It arose from an informal collaboration of human rights NGOs to prepare an alternative report to Nigeria's Universal Periodic Review (UPR) in March 2009. The network has membership across the 36 states and the FCT working through the following thematic areas:

  1. Civil and Political Rights;
  2. Access to Justice and Administration of Justice;
  3. Women's Human Rights;
  4. Social and Economic Rights;
  5. Rights of persons with Disability and of other Vulnerable Groups

In 2011, the network put together a Human Rights Agenda (2011-2014) for Nigeria, which identified milestones in human rights promotion in Nigeria based on the National Action Plan for the promotion and protection of Human Rights in Nigeria and the recommendations accepted by Nigeria at the United Nations Universal Periodic Review of Nigeria (UPR) in 2009.

HRAN Objectives

  • In working to promote and protect human rights in Nigeria, HRAN undertakes a whole range of initiatives including:
  • Building the capacity of member organizations to carry out human rights protection and engage in advocacy across Nigeria;
  • Racking, reporting, raising awareness and challenging human rights violations and abuses;
  • Highlighting failures to meet human rights standards as set out in Nigerian laws and international treaties ratified by Nigeria;
  • Engaging in legislative advocacy in respect of justice sector and human rights bill at national and state levels;
  • Engaging government agencies on full implementation of the National Action Plan for the Promotion and Protection of Human Rights in Nigeria;
  • Building partnerships and linkages among CSOs and government institutions.

HRAN Strategies

  • Advocacy for compliance and international and national human rights laws and norms.
  • Monitor and Document alleged human rights violations as a tool for advocacy and casework by members.
  • Raise Awareness and sensitize Nigerians on their human rights and how to assert or defend them.
  • Provide A Platform for improved coordination among those working on human rights.
  • Increase Representation of Nigerian civil society in human rights discourse.
  • Strengthen Members ability to work effectively, efficiently, and accountably in the human rights field through training and other support.
  • Assisting Public Institutions understand an d carry out their human rights responsibilities.

Membership

Membership is open to NGOs, community associations, faith-based organizations, and other grassroots groups as well as individuals who are committed to the promotion and protection of human rights in Nigeria.

Mission Statement

Increase the capacity of human rights activists and organizations and facilitate collaboration among them, to ensure they play an effective and high profile role in monitoring, promoting, and protecting human rights in Nigeria.
